Lend-Lease Act

Authorized the president “to sell, transfer title to, exchange, lease, lend, or otherwise dispose of” any defense article to “the government of any country whose defense the President deems vital to the defense of the United States” without regard to the terms of any existing legislation. Initially appropriated $7 billion and authorized disposal of $1.3 billion of existing government property.
